The Calgary Elbow Métis District Council is an integral part of the Otipemisiwak Métis Government, representing the Métis community in Calgary's Elbow area. 

Engaging in a variety of activities, the council hosts cultural events, educational programs, and provides essential support services for Métis individuals and families. Its mission is to strengthen Métis identity and heritage while fostering collaboration with other organizations and levels of government.

The Calgary Elbow Métis District oversees several key areas:

  • Cultural Preservation: Actively promoting and safeguarding Métis culture, traditions, and language.

  • Community Support: Offering services that address health, education, and employment needs for community citizens.

  • Advocacy: Representing Métis interests in discussions with government bodies and other organizations to ensure their rights and concerns are addressed.

  • Economic Development: Encouraging local economic initiatives and creating opportunities for community citizens.

  • Networking and Collaboration: Building partnerships with other Indigenous groups and stakeholders to enhance community connections and initiatives.

These responsibilities are aimed at enhancing the quality of life for Métis people in the region, ensuring their rights and heritage are recognized and respected.

Carmen Lasante is a proud Métis woman, born in Brooks, Alberta, with roots in the Leveille, Bonneau, and Gervais families. Her background in political campaigning and rural irrigation supports her strong commitment to community, advocacy, and land-based understanding.
Currently reconnecting with her Métis heritage, Carmen is passionate about creating space for others who did not grow up fully immersed in their culture. She understands the journey of rediscovery and works to build inclusive, welcoming environments for all.
Through her leadership, Carmen encourages connection, cultural learning, and belonging—ensuring Métis citizens feel supported wherever they are on their path.

District Treasurer - Rhonda Baglot

Rhonda is an experienced professional whose background lends itself to supporting a strong governance framework, cost/budget management, and strong leadership focused on engaging and supporting our Citizens; advancing economic development within the District; and, most importantly, preserving our heritage and respecting the diverse journeys traveled by our Citizens. Rhonda’s Métis heritage is tied to the Beaver Lake Cree Nation in northern Alberta. Her lineage is Bourque, tracing back through the Hamelin, Ladouceur-Lansing and Auger families. Participation in Métis community events like Lac La Biche Pow Wow Days (now Summer Days) kept Rhonda connected to culture and community, a journey she continues to prioritize. Rhonda is honored to serve on the Calgary Elbow Métis District Council and looks forward to advancing the interests and prosperity of our District and its Citizens

District Secretary - Javan Belcourt

Javan Belcourt was born in Edmonton, and  raised in  Redwater, north of Edmonton, a mixed farming , Oil and Gas community. Stewardship of the environment, harvesting, cultural traditions, education, mental health wellness, and elders are of great interest to me. My Belcourt genealogy background, trances from Lac Ste Anne, include Letendre dit Monswah, Cunningham, L'Hyrondelle, Gladu, Laroque, and Nipissing, traced back to 1790. The Lac Ste Anne pilgrimage is our tradition. I bring fourteen years experience with Telus, as an Account Manager, then  34 years experience of self employed as an  entrepreneur, Hair Salon owner/operator. I have been of service to others all my life. Being of service to the Calgary Elbow Metis District Councillor-Secretary role, is an amazing honour and opportunity to give back to our Metis Nation.

District Councillor - Randy Fedderson

Randy Fedderson was born in Regina, Saskatchewan and has Metis ancestry through the Sayer, Sayers, and Cote families. A graduate of the University of Calgary with a bachelor of Commerce, Randy is an experienced business owner and sales professional. He is a proud husband and father who values family, community, and service. Randy has volunteered extensively with the Calgary North Hill Lions club, including serving as President, supporting initiatives such as Meals on Wheels, Make a Child's Dream Come True, the Festival of Lights, and many other community programs that make a positive impact in Calgary.

 

 

District Councillor - Peter McPherson

Peter McPherson was born in Saskatchewan and carries Métis ancestry through his mother’s family, the Cooks, whose roots trace back to the Red River before settling in the Prince Albert and Red Deer Hill area. He reconnected with his Métis identity later in life and felt a deep sense of coming home to his mother’s family and to himself.
His background includes Indigenous environmental and governance work, along with many years of heartfelt leadership within the Métis community in Calgary and across Alberta. Peter hopes to create space for others who are finding their way back to community. His journey reflects healing, belonging, and a renewed connection to family and Nation.

District Councillor - Charlette Vivier

Charlette Vivier is a proud Metis woman and mother of three.  Born in Northern Manitoba, her Metis roots run deep across Manitoba, including Flin Flon, Portage le Prairie, Winnipeg and extend to Batoche.  Charlette has grown up in Calgary and in the Urban Indigenous community.    She is proud to say that she grew up kinship style, immersed in culture and politics at both local and provincial levels.Starting as a summer student for the Metis Nation , Charlette was also a former Youth Board member,  Local 87.   Charlette completed a Social Work diploma ( Mount Royal University)  and degree in Social work (University of Calgary). She has been employed as a public servant for over 23 years.      She is passionate about volunteering and ensuring that the voices of all community members are heard.  When not nose deep in policy manuals or listening to music, Charlette enjoys the outdoors, adventures with the children,  writing , family time and attending community events.
